The promotion was not for a free Gordon West General Class Study Manual, it was for a free Amateur Radio Quick Reference Card and a T-shirt with the purchase of a Gordon West General Class Study Manual. In other words, you needed to purchase the study manual to receive a free Quick Reference Card and T-shirt.
Also, as the article stated, the promotion was for the month of May, 2015 or while supplies last. The promotion expired on May 31, 2015 and is no longer available.
