Only works best at 5 Watts... Go to 10 or higher, the worst it gets. Get a J-pole for 10 Watts are higher... My SWR report at 5 Watts was 1.5db 10 watts 3.5 and 25 watts 5+ that was right out of the box, so you can play with it to get it better but just get a J-pole and be done with it
Hard to find real Nagoya Antennas. 95% of Nagoyas on Ebay are fakes. The difference is worth the twice the price
I have several Nagoya antennas and have never been disappointed in any of them. This one however is exceptional, I can use it on my Leixen in a can radio and can hit repeaters 15 miles away. Great antenna if you are looking for something small and portable.

I built an ammo can radio with a Jetstream JT-270MH and needed the antenna to finish the project. With the ammo can as a ground plane did not even need a counterpoise to make the antenna play well.
