You’re close, the KG-1000M is one of the first, but it isn’t the first. Back in the early 90s RadioShack came out with a 5 watt mobile called the 19-1210. It started being manufactured before the FCC created part 95-j and became grandfathered in for MURS if you decrease the power output which could be done by opening the radio and turning a small “pot” which would control rf output. Back when I had one they were solid radios that got the job done.
