Any radio using the shared FRS/GMRS frequencies that is able to transmit above 2 Watts of power was reclassified as GMRS only after the recent FCC Changes in September 2017. With this change to the rules a license would be required anyway for all the radios above 2 watts of power using FRS/GMRS regardless of other frequencies. Basically it's a money racquet. I think the fee is $70.00 for the FRS/GMRS license and no test is required. The problem is they haven't figured out how to separate the HAM operators vs the FRS/GMRS operators with multiple frequencies on a single radio. I personally think they will require a license in the future, before the sell of a radio with multiple frequencies can be sold.

Thanks for a great show. I did not hear anything mentioned about the spurious emissions.
