  Range is relative as it depends on a number of factors, not just the power and capabilities of the radio itself. Our GMRS Radio Range Chart can help you calculate a general idea of range with based on the variables in your specific scenario.
  
  I'm not sure I understand your second question. Are you asking what portable police scanner has the longest range? If so, that is largely dependent on the same variables listed in the article linked to in the previous paragraph, including your location, antenna and the strength of the signal your scanner is attempting to receive.
